Based in the U.S.-Mexico border community of National City, California, the International Community Foundation (ICF) is a growing organization committed to expanding charitable giving in Mexico and Latin America. Since 1990, ICF has granted over USD$100 million to carefully vetted education, health, and environmental initiatives. In FY2025, ICF granted over $18.7 million to organizations working on marine/terrestrial conservation, emergency response to natural disasters, the U.S.-Mexico border, human rights and migration, food systems and education. In addition, ICF manages several high-impact programs in Mexico, specifically the Baja California Peninsula, that work to improve quality of life for local communities.
Position Summary
The Grants & Compliance Coordinator is a critical member of the Finance team and supports ICF’s international grantmaking operations with a strong focus on compliance, due diligence equivalency determination, expenditure responsibility, and regulatory oversight. This role is designed for someone who is passionate about global philanthropy and is eager to strengthen their expertise in U.S.–Mexico and Latin America nonprofit regulations, IRS requirements for foreign grantmaking, and international charitable compliance.
The coordinator supports the full grants cycle—from due diligence and vetting to award processing, compliance monitoring, reporting, and data management. They ensure all grants adhere to national and international fiduciary requirements and ICF’s internal policies for international giving. This role collaborates closely with the Programs, Finance, and Development teams to maintain accuracy, transparency, and risk-mitigated operations across ICF’s global portfolio.
Key Responsibilities
Grants Coordination, Compliance & Admin (60%)
Conduct and document due diligence for organizations across United States, and internationally (primarily Mexico and Latin America), ensuring compliance with IRS equivalency determination/ER guidelines, expenditure responsibility, and ICF grantmaking standards.
Conduct preliminary review of weekly grant applications and supporting documentation for compliance risks, accuracy, eligibility, and completeness.
Prepare, send, track, and archive grant award letters, agreements, and payment documentation in line with compliance protocols.
Coordinate with staff to process international grant payments—ensuring accuracy and documentation.
Support internal compliance checks, including screening and risk assessments for grantee partners.
Support in the tracking and collecting of grantee reports.
Assist with grant-related audit preparation, documentation requests, and year-end compliance reporting.
Communicate regularly with internal teams to support seamless and compliant grantmaking processes.
Engage in continuous learning to remain informed on IRS foreign grantmaking regulations and international nonprofit legal standards in Latin America.
Systems, CRM, & Data Coordination (20%)
Maintain accurate data across ICF’s CRM and grant management systems, ensuring high standards of data integrity.
Support ongoing development and optimization of grantmaking workflows.
Assist in generating reports and summaries for internal teams, leadership, donors, and board presentations.
Contribute to continuous improvement of systems for due diligence, monitoring, and records management.
Grantee, Partner, & Donor Support (20%)
Serve as a point of contact for grantees—providing guidance on eligibility, compliance documentation, reporting timelines, and grant requirements.
Cultivate and sustain collaborative relationships with external stakeholders by delivering consistent, accurate, and helpful communication, offering high-quality support and fostering positive, trust-based relationships.
Support logistics for partner site visits, compliance checks, workshops, and virtual convenings.
Assist in preparing correspondence, presentations, and donor-facing materials that highlight program outcomes and compliance accuracy.
Support research, events, and capacity-building activities aimed at strengthening nonprofit partners.
Maintain confidentiality and safeguard sensitive information and intellectual property at all times.
Other duties as needed.
Requirements
Qualifications
Fully bilingual in English and Spanish (written and verbal)- required
Passion for ICF’s mission and values of community, transparency, and cross-cultural collaboration.
Bachelor’s degree in nonprofit management, public administration, international relations, finance or related field (or equivalent experience).
1-3 years of experience in nonprofit operations, grant administration, compliance, due diligence, or international philanthropy preferred.
Experience working with or reviewing due diligence and compliance documents in Mexico and/or Latin America strongly preferred.
Strong interest in international philanthropy.
Strong analytical, organizational, time management, and problem-solving skills.
Proficiency in Microsoft Office Suite, and experience with CRM systems preferred.
Detail-oriented, highly organized, and able to manage multiple deadlines.
Strong communication skills paired with a culturally informed, respectful approach to partnership across Mexico and Latin America.
Skilled at responding with clarity, respect, and discretion when engaging with external parties.
Strong ability to manage multiple tasks simultaneously, prioritize competing deadlines, and adapt to evolving grantmaking needs.
Physical Requirements
This position requires the ability to sit, stand, and use standard office equipment for extended periods. Occasional travel to Mexico and Latin America may be required. Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions.
