Lawrence Executive Placement is assisting The Arc of Chemung-Schuyler with the search for their next Chief Executive Officer to lead and provide executive management to an established and well-respected organization supporting and assisting nearly 2,000 people with intellectual and developmental disabilities, autism, and their families, primarily in Chemung and Schuyler Counties. This is a rare and exciting professional opportunity to provide strong leadership and vision to an agency with over 500 employees and a $30 million operating budget. The Arc of Chemung-Schuyler has 30 locations in a two-county region.

 Reporting to a 11 Member Board of Directors, the CEO will work in partnership with the Board to set and implement the strategic vision for the organization and continue to build upon The Arc of Chemung-Schuyler’s successful track record. S/he will work alongside a deeply committed staff to ensure the agency’s sustainability in a significantly changing policy and funding environment and will possess the leadership skills to guide the agency toward continued sustainability and growth. S/he will have a demonstrated track record working with governmental and regulatory organizations.

Specific Duties:

  • Provide strategic leadership related to the implementation and evaluation of services in a changing environment.
  • Stay current on changes in the field including programmatic, regulatory and technological changes.
  • Continue to broaden leadership and bench strength for leadership and management positions.
  • Work with the members of the leadership team to continue to attract and retain high quality direct service providers in an increasingly competitive job market.
  • Increase flexibility of the benefits package to respond to staff needs.
  • Develop a case statement for private fundraising and strategies for reducing reliance on government funding and play an active role in the implementation of these strategies.
  • Raise the profile of the organization in the community by implementing a brand awareness campaign.
  • Oversee contract for START (Systemic Therapeutic Assessment Resources and Treatment) program, a 17-county pilot program that provides community Crisis Services for Individuals with Intellectual and /or Developmental Disabilities (CSIDD); Ensure agency maintains START Certification. 
  • Explore collaborative opportunities for program delivery, staffing and managed care.

Key Responsibilities:

  • Ensure the organization’s culture is progressive, warm and welcoming to the communities served.
  • Foster professional development and advancement opportunities to the senior leadership team.
  • Provide strategic fiscal leadership that supports current programs, services and staff, and strengthens the financial health of the organization by diversifying funding sources.
  • Assess progress toward strategic priorities and lead organization through a strategic planning process every three years.
  • Develop and maintain relationships with individuals and families served by The Arc of Chemung-Schuyler.
  • Assess existing partnerships and relationships and cultivate and grow relationships with key external stakeholders.
  • Play a lead role in Collaborative NY.
  • Play an active role in The Arc of New York and Executive Director’s Association.
  • Identify and implement collaborative programs with other organizations serving persons with intellectual and development disabilities.
  • Ensure the organization is in compliance with all contractual and funding requirements.
  • Support the Board of Directors in its governance role and foster its ongoing development and capacity building.


  • Demonstrated commitment to The Arc of Chemung-Schuyler’s mission, vision, values and the people served.
  • Eight years of senior leadership experience, with at least five years of progressively responsible experience for an entity serving persons with intellectual and other developmental disabilities or related field.
  • Demonstrated, strong business and financial acumen.
  • Proven record working collaboratively with governmental and regulatory organizations.
  • Strong fundraising track record, with an emphasis on experience with government grants, and a capacity to initiate and implement private fundraising campaigns and diversify funding sources.
  • An inclusive leadership and management style that encourages staff in ways that motivates them to perform at their best and provides opportunities for professional development and advancement.
  • Experience helping organizations develop and implement creative strategies that lead to increased capacity and outcomes.
  • Track record of successful collaboration.
  • Bachelor’s degree required. Master’s degree in relevant field preferred.
