Description
Hands Off PCEF seeks an experienced campaign manager to oversee the defeat of 1PDX2026, a change to Portland’s city charter to divert 25% of the Portland Clean Energy Fund to hire more armed police and create an un-elected commission to oversee spending.
Responsibilities:
The campaign manager will-oversee all aspects of the campaign, work with the campaign’s executive committee to implement strategic campaign plan, manage any campaign staff and consultants, provide budget oversight, and work with the legal/compliance structure.
The campaign manager will oversee the day-to-day aspects of the campaign plan, including:
- Ensure effective communication and coordination between all elements of the campaign and that components of the plan are on track
- Hire and supervise campaign staff
- Aid in campaign fundraising and manage all aspects of the campaign budget
- Develop and oversee a voter contact plan that includes paid media, earned media, and field elements
- Create a transparent campaign environment with an emphasis on professional communications between all stakeholders
- Lead a collaborative and deliberative decision making process on campaign strategy that includes core campaign partners
- Ensure all required reporting is completed accurately and on time
- Oversee the growth and management of Hands Off PCEF Coalition by the campaign’s Coalition Director, including recruiting partners that represent all communities in Portland.
- Represent the campaign at public and private events
- Lead GOTV activities
Compensation & Benefits:
The salary range for this role is $6,500 to $8,000 per month, commensurate with experience. Full health, dental and vision benefits included.
This is a full-time, temporary position through November, 2026. This position may require more than 40 hours per week and be expected to work unconventional hours, including some evenings and weekends.

Requirements
Qualifications (Required):
- Strong commitment to community leadership and values of racial and economic justice
- Two or more cycles of campaign experience, including a minimum of one cycle in a leadership/management role
- Experience managing staff and/or consultants and managing projects across teams
- Understands the principles of environmental justice
- Exceptional team leadership, organizational, and communication skills
- Ability to interface regularly with key campaign/community partners and major donors to build and proactively develop and maintain positive relationships
- Commitment to professional ethics and maintaining a supportive and healthy work environment where all team members are empowered to succeed
- Commitment to applying principles of anti-racism, equity, diversity, and inclusion in your work
- Team player who is willing to step up when needed to get the job done
- Self-motivated with ability to work & think well independently, and open to innovation in campaign models
- Proficiency with Google Suite, Calendar, and Microsoft Excel
- Valid drivers license and ability to work in in-person settings
Qualifications (Preferred):
- Lives in, or willing to quickly relocate to, the Portland metro area
- Strong relationships with Portland organizations, small businesses, and community leaders with familiarity of local political dynamics
- Campaign leadership or management experience in Oregon
- Additional experience in either campaign finance, field, or communications
- Proficiency with NGP, VAN and other progressive campaign tools
- Familiarity with or prior experience working on ballot measures
- Experience with campaign budgeting and cashflow management
